MINUTES OF THE YC-AFT EXECUTIVE BOARD,
February 14, 2004
1. The meeting of the executive board Yuba College-American Federation of Teachers, Local 4952 was called to order on February 14 in ClearLake, California at 12:15 PM.
2. Those present were Jim Kitchen, Dave Althausen, Tom Marquette, Doug Harris, Dan Salamone and Suzanne Wakim.
3. The minutes of January 17, 2004 were approved as amended.
Financial report - There are no notable financial changes. A full report will be available at the next meeting.
4. President’s report-
STRS has changed the hours that adjunct instructors must work to get a full years credit. The current equation is the 540 hours are equal to a year’s credit. However, this number needs to be in the collective bargaining agreement.
5. Site council reports
A. Dan Salamone - The Marysville site council met yesterday afternoon. The main issue was the rise in cost of parking permits. The site council has formed a subcommittee to look into the issue. The site council will also sponsor a "staff night" to support our basketball teams. Fliers will be emailed to all faculty and will be posted.
B. Doug Harris - The ClearLake site council is meeting next Wednesday. The main issue they will discuss is awareness of the campus in the community. Doug Harris wrote an article for the newspaper outlining student interns that are working in the community. The article will, hopefully, remind the community that we are here to assist them. The site council will also discuss if the increased price of parking permits will deter students from attending our college.
6. Academic Senate
The hiring priority list has gone to the board of directors. However, without the necessary funds for hiring, the district will become more dependent on adjunct faculty. Quite a few departments do not have any full-time faculty overseeing the programs, and this will only get worse if no new full-timers are hired.
7. Conflicts with Personnel
Our lawyer is currently working on the grievance and unfair labor practice suite regarding return rights. The next step in these processes will be advisory arbitration.
8. Negotiations
Negotiations that were agreed upon when we extended our contract have yet to begin. Jim Kitchen will be writing a letter to ensure that the agreed upon negotiations occur.
9. Reports of Executive Committee Members
A. Dave Althausen - The district will no longer be raffling parking permits during the orientation. The union will continue to raffle 5 parking permits to part-timers who attend the orientation. MSP – all campuses of Yuba College will raffle 5 parking permits each to part-timers who are present at the orientation. The price of these permits will be paid by the union.
B. Dan Salamone - T.J. Crippen is a 6 year old boy in the Marysville community. His father is a sheriff and his mother has quit her job to take care of him. TJ has a rare form of Lymphoma that is very expensive to treat and is not covered by his father’s insurance. MSP – YCAFT will donate $200 to help the family through these difficult times.
10. Member Comments
Penelope Laidlaw discussed the lack of clarity of the pay scale and the lack of transparency on the pay stub. She was also concerned with lack of transparency overall in how the district spends its funds.
