MINUTES OF THE YC-AFT EXECUTIVE BOARD,
March 20, 2004
1. The meeting of the executive board Yuba College-American Federation of Teachers, Local 4952 was called to order on March 20 in ClearLake, California at 12:15 PM.
2. Those present were Jim Kitchen, Dave Althausen, Doug Harris, Dan Salamone and Suzanne Wakim.
3. The minutes of February 14, 2004 were approved as amended.
4. Financial report - As of February 14 we have a total of approximately $26,000. The current bill for the attorney is $2,600.
5. President’s report
Having been the grievance officer for 10 years Jim Kitchen requested that Dan Salamone take the position. MSP. Dan Salamone will continue the work on the current grievances.
6. Site council reports
A. Dan Salamone - The staff night at the basketball game went well. The proceeds have gone to the women’s athletics fund. The site council has written a letter of recommendation about the parking policy. In this letter it was requested that adjunct faculty pay a discounted rate.
B. Doug Harris - The main issues of discussion at the site council have been the parking policy and enrollment issues. The concern is, that with already decreasing enrollment, the new parking rate will deter new students from attending the college. The site council is also working on improving the campus’s image in the community.
C. Dave Althausen - Handicapped students do not have parking that is close to the student resource offices. Solutions to this problem were discussed. Also, adjunct instructors are not paid by the college for shared governance work. This is making it difficult for governance to be truly shared.
7. Academic Senate
The senate is revising the minimum qualifications for newly hired full-time faculty. There does not seem to be any policy about minimum qualifications for part-time faculty.
8. MSP - donation for bus to Student Lobby Day in Sacramento.
9. Conflicts with Personnel
A. ESL classes are being paid as partially lab hours even though the lab portion was removed from these classes in 2001. Doug Harris has given the necessary paperwork to Dan Salamone who will continue to work on this problem.
B. The Unfair Labor Practice regarding the change in contract interpretation was filed on March 8. The district has until March 22 to respond.
10. Negotiations
Negotiations that were agreed upon when we extended our contract have yet to begin. Jim Kitchen has written a letter to ensure that the agreed upon negotiations occur. There is still no response from the district.
11. Reports of Executive Committee Members
A. Dave Althausen - 3 of the 4 security officers at Woodland have been terminated. This leaves a serious security gap at the campus.
B. We will again attend the Union Leadership Institute to learn more about how we can help our members.
12. Adjournment
A. Meeting was adjourned at 2 PM
B. Next Meeting is scheduled for April 17, 2004 in Marysville, CA. The meeting will be at 9 AM at the Eagles Nest. The Eagles Nest is located at 9th and B. Members are encouraged to attend.
C. Subsequent meetings:
I. May 15, at 12 PM in Woodland, CA. Members are encouraged to attend.
