MINUTES OF THE YC-AFT EXECUTIVE BOARD,
April 17, 2004
1. The meeting of the executive board Yuba College-American Federation of Teachers, Local 4952 was called to order on April 17 in Marysville, California at 11:45 PM.
2. Those present were Jim Kitchen, Dave Althausen, Doug Harris, Dan Salamone, Suzanne Wakim, and Jeff Freitas (California Federation of Teachers Area Representative).
3. The minutes of March 20, 2004 were approved as amended.
4. Financial report - As of March 31 we have a total of approximately $45,723.
5. President’s report - The accreditation steering committee is looking for subcommittee members. Those interested should contact Phil Kreb. This is an excellent opportunity for adjunct faculty to get involved.
6. Site council reports
A. Dan Salamone - The Marysville campus has agreed to some of the recommendation put forth my the site council. These include: reduce fee for payment of a full year, and payroll deduction for parking fees. The site council will bring the other recommendations to the district council. These recommendations include a pro-rata scale for adjuncts.
B. Dough Harris - The ClearLake site council is discussing strategies for improving community relations, increasing enrollment, and retaining course offerings.
C. Dave Althausen - The Woodland site council has agreed to include an adjunct member on the multi-campus committee. We are currently looking for adjunct instructors for this position. Interested persons should contact Dave Althausen.
7. Academic Senate was reported on by Jim Kitchen and Dave Althausen.
8. Conflicts with Personnel
A. There is still confusion as to the ESL classes’ course outline. There may be possible issues with the payroll system which is not currently reflecting the proper pay scale. The 215 and 225 class do not have a lab component, but the instructors’ are not being paid properly. Alan Lowe has stated the all campuses must follow the proper course outlines in fall. We will look into why this discrepancy occurred.
B. An Unfair Labor Practice suite has been filed regarding return rights.. Personnel has responded. The hearing is set for May 5. We are still hoping to negotiate this so that it does not have to go to a hearing.
9. Negotiations
Items that need to be negotiated: PERB – full time equivalency for part-time work, office hours, parity pay. The initial negotiating meeting has been scheduled for April 22 at 9 AM.
10. Reports of Executive Committee Members
A. Although the committee members have worked diligently to get adjunct representation on district committees, it has been difficult to find instructors willing to take on these roles. We cannot expect our voices to be heard if we do not speak out. The executive committee members have taken on much of the district committee work, but hope to find more individuals who are willing to become involved. The union compensates adjuncts for committee work. Interested persons should speak to their campus representative.
B. Jeff Freitas informed us of important dates that are coming up.
I. CFT Lobby day is April 25 – 27
II. CFT part time council meeting is May 14 & 15

A. Meeting was adjourned at 2 PM
B. Next Meeting is scheduled for May 15, 2004 in Woodland, CA. The meeting will be at 9 AM at Denny’s. Members are encouraged to attend.
