MINUTES OF THE YC-AFT EXECUTIVE BOARD,
May 15, 2004
I. The meeting of the executive board of Yuba College-American Federation of Teachers, Local 4952 was called to order by President Jim Kitchen at 9:24 a.m. in Woodland, CA. Those present were Jim Kitchen, Dave Althausen Dan Salamone, and Doug Harris
II. Minutes of the April 17, 2004 meeting were read and approved with the following modification:
Section VI. C. Site Council reports – Dave Althausen – was changed to read as follows: Dave Althausen was appointed to serve on the multi-campus committee by the Academic Senate.
III. Financial Report – Jim Kitchen
A. Current bank balance is $44,878 which is about $7615 ahead of this point last year. The PERB legal fees have yet to be paid.
B. $8500 approximately has been spent on legal fees this year.
C. Jim will mail committee members a year-to-date expense statement
D. There is $20,308 in the legal expenses account and $19,000 approximately in the checking account. Jim recommended a transfer of $5000 from checking to the legal expense account. Motion made, seconded, and carried to transfer $5000 from checking to legal expense account.
E. Jim reported that in the 10 months of the current fiscal year $38,000 approximately has been collected in dues and agency fees. $45,000 is projected through the end of the current fiscal year based on projected district adjunct compensation of about $3 Million.
IV. President’s Report – Jim Kitchen
A. The items which were to be renegotiated during this contract year will most likely have to be resolved in next year’s contract negotiation. This includes office hours and facilities, and parity pay now that these funds have been folded into community college general funds by the legislature.
B. A slate of officer nominations is needed for elections which must be conducted in December this year. The slate must include president, vice-president, treasurer, and secretary which is a compensated position.
C. It has been determined that the ESL curriculum revision in 2001 was implemented regarding 100% lecture compensation in all cases except the concurrent offerings at Clearlake. Doug reported that the instructor has had to suspend teaching the course for the remainder of the semester due to health reasons and the course is being taught by full-time faculty. Dan reported Al Alt is looking at past periods for this case.
V. Site Council Reports
A. Marysville – Dan Salamone
Marysville site council is seeking for involvement in campus governance rather than limiting its role to campus beautification projects.
B. Woodland – Dave Althausen
Full-time faculty are opposed to recognizing of adjunct at graduations and orientations. Handicapped parking issues are being ironed out. Because replacement security staff has not been provided as promised, Marysville security staff is coming to Woodland. An academic senate representative, Terry Turner, recommended having an academic senator on each site councel.
C. Lake – Doug Harris
Clearlake Site Council’s last meeting was spent almost entirely on a presentation by Christian Ward who has recently been hired by the district to revise or replace the college’s web site.
VI. Academic Senate – Dave Althausen
Dave Rubiales supports half-priced parking passes for adjunct faculty. This recommendation needs board approval but looks like it will be in effect for fall 2004. The senate supports inclusion of some funds for training of adjunct faculty in the total of about $10,000 in staff development funds. There is discussion of developing and sending to the board a hiring policy for adjunct faculty. Members agreed to review what is being proposed for full-timers and identifying parts we would like applied to adjunct and emailing it to Dave. Dave noted that the full-timers contract states they are to have representation in adjunct hiring processes and stated this is totally inappropriate. Jim indicated that he wants to identify all references to adjunct in the full-timers’ contract and get legal opinions as to the legality of each.
VII. PERB Settlement
Jim reported that the ULP was resolved in PERB Case No SA-CE-2226-E. The district agreed to take administrative responsibility for return rights and the settlement states that all courses offered for credit are applicable to the return rights provisions of the contract. The agreement prohibits any retaliation or retribution against any parties. The individual complainant will only be compensated for six hours for spring 2004 as the class that would have been available to him was canceled due to low enrollment. His return rights were restored and he will be offered three units in fall 2004. He agreed reluctantly to this settlement. In addition, conflicting language in the contract regarding return rights was resolved.
VIII. General Discussion
Fall orientations were discussed and ideas were exchanged regarding how to increase participation. YCAFT will purchase five parking passes for each campus to raffle at the orientations as an incentive.
IX. Next meeting: August 14, 2004 in Williams at noon.
