MINUTES OF THE YC-AFT EXECUTIVE BOARD,
September 18, 2004
I. The meeting of the executive board of Yuba College-American Federation of Teachers, Local 4952 was called to order by President Jim Kitchen at 9:40a.m. in Woodland, CA. Those present were Jim Kitchen, Dave Althausen Dan Salamone, Tom Marquette, and Doug Harris.
II. Minutes of the August 14, 2004 meeting were read and approved with the following change. The first sentence of Section VIII is changed to read as follows: Dave wants input from YCAFT Executive Committee regarding development of hiring policy for adjunct.
III. Financial Report - Jim Kitchen
Not much change to report from prior financial status as spending has been very limited. The 2.21% net adjunct salary increase has taken effect for the '04-05 school year slightly increasing revenue.
IV. President's Report - Jim Kitchen
Discussion centered on elections. Doug provided a draft election notice for membership. Specific dates were finalized: Election Date will be December 3, 2004. Notices will be sent October 22, 2004 with membership forms so people can qualify to vote. Nominations must be provided by November 19, 2004. Ballots will be mailed by November 22, 2004, and must be received with postmarks of December 3, 2004, or earlier. Ballots will be counted at the December 11, 2004 YCAFT meeting.
V. Academic Senate
Jim has missed meetings and had no report. He will resume attending and make a future reports. A general discussion was held about sufficiency of book orders, Dave's participation on the committee developing the adjunct hiring policy, and the fact that currently there is no money allotted for adjunct for travel and conference expenses.
VI. Site Councils
A. Marysville
Dan reported the first meeting of the year was yesterday. There was some concern about confusion in the face of a recent bomb threat regarding security procedures.
B. Lake
Doug reported the first meeting is next week. Past activity has concerned physical improvements. Doug also mentioned an apparent push by the dean for increased class size over the 15 enrollment minimum. Other members did not think the dean had the authority to unilaterally impose a higher minimum.
C. Woodland
Jim reported adjunct can park in reserved spaces. Handicapped parking spaces are available too. Jim mentioned Brian Jukes' orientation power point presentation did a good job of representing adjunct role in the district.
VII. Negotiations
Jim reported the negotiations schedule will be set shortly. Jim will issue the required "sunshine" letter to Personnel. Attorney, and member, Michael Friel has agreed to consult regarding language if and when issues arise.
VIII. Member comments:
Tom reported YCAFT website is down but should be running again soon.
IX. Next meeting will be at 9:00am October 9, 2004 in Marysville.
X. Meeting adjourned at 10:59AM.
